The resulting retail sales boom - including housing! - kept us out of recession, and all those retail and shipping workers earned taxable money, dropping the welfare bill and giving govt back a significant part of the handout that way. Our economy's still sailing along while a lot of others went down the tubes.
I don't understand the idea that only rich people create jobs. No employer hires a single person for any other reason than to make more money for him. That means every worker has to generate at least twice as much as he costs, because you have to allow for oncosts and other overheads like work space. If you want jobs to be created, you have to make it easy for people who want stuff to buy it, then more people get jobs to produce the stuff for the next lot. There's a solid feedback arrangement there.
