Private IPs can not access the internet, it is just what the name states...private. You have either a static or dynamic, IP, 99% of IPs are dynamic. IPs are not the way a computer is identified anyway.

The dominion machines have to be certified before an election.
There is evidence the machines were accessed AFTER certification.
Election officials cannot be sure they didn't add the ability to do what you claim already happened.
