No vaccine -EVER- stopped people from being exposed to viruses or bacteria or other microscopic things that might cause diseases. No one ever claimed they did. Vaccines strengthen the natural immune system enabling the body to dispatch such invaders before they can cause diseases (ideally). EDIT: Though now that I think about it, a vaccine that triggered a strong immunological response against an invading virus might well reduce the chance of that virus spreading by quickly killing it off in Person A's body so it could not reproduce fast enough to spread to Person B's body.

By this type of "logic", society could not impose a speed limit; it would have to wait until the individual driving too fast was about to run over pedestrians or smash into another car before imposing any obligation to slow down.
