Instead of a lone punk star (Jello Biafra in this case) starting it and maintaining the funding, it's the Dutch Government.
Basically what they try to do is give smaller, more alternative bands, a chance of promoting themselves.
Perhaps if there were more of these sorts of projects, there would be less Justin Timberlakes and Boyzone's to have to suffer?

The government here in Ireland lets artists sell their products tax free, which in my opinion is a great idea. I know a few struggling artists and the few extra euros does help..
There is something wrong in this world if you can better provide for your family by being an autotomoton in a factory rather than using your skills to create a painting or write a song..
Give them all the help they can i say..

I'm not talking about art. I'm talking about rock. Rock is not about government grants and artistic careers, it's about rebellious self-expression, getting in a groove, finding your message and putting it out to the people.
Buddy Holly, The Beatles, the Who, the Rolling Stones paid their dues in clubs and high school gyms for years before they broke through. A government grant would have been the worst thing imaginable for Pete Townshend!
And before you get to that, Justin Timberlake is to rock what a kazoo band is to the London Symphony...
