Equally genuine question, if the health and social circumstances of many New Yorkers offers them no resistance in the fight against coronavirus in terms of their own underlying health issues or their ability to stop it spreading, is it local government or national government that takes responsibility for the public health implications of the condition coronavirus found them in?

States pay for education. There are federal grants for schools with high poverty rates.
