Questions usually end with question marks. Declarative sentences usually end in a "dot", as the english say. Parenthetical, informal and conversational banter is often punctuated with the ellipse, the intent of which is to invite a reply or debate or to express partial or incomplete thoughts.

A declarative would preclude the "maybe" qualifier.

Had I CHOSEN to use a declarative, it would have been as follows: "You should use English." I did not. I CHOSE to use the interogative and used the qualifier "maybe" just as good grammar dictates.

Do you see the difference?

<edit> Let me guess. You are an English teacher. That would explain a lot of unanwerable questions.
