Our government should be half the size it is, fiscally. As in, it should be spending half the amount of money it currently spends. Republicans say they want that too. They campaign on it and get people to donate who recognize the importance of limited government.
Then, when we elect them all into office, like we did in 2017-18, what do they do? They INCREASE spending. By a lot. You keep countering this point by saying "well, ya but Obama was bad" but the critical point here is that they were both bad but Trump and the Republican Senate were objectively, quantifiably WORSE! They spent more money than Obama did.
All the GOP are capable of doing is whining. Immigrants are bad. Great. They never do anything about it. Not a single piece of legislation was even written in that two year period to address immigration.
Not one. Think on that. These guys campaign that our government spends too much money, and that immigration policies need to change, but then when they have all the power and the ability to change those things they do the opposite. They make things worse.

In the end, the lobbyists, the people who are Woke, whatever that is (I live in a bubble, mind you), the AOC trash of the world, the environmentalists who actually think humans can do one thing about the climate,, which is false.......all of these people would probably prevail, and you and I would say.."What in the world just happened?"
Then, we would cash in our off-shore tax shelters, and spend our time racing our yachts from one port to another.

Across the board, evenly distributed cuts to all programs except Research and Development (e.g. the NIH and NSF). This needs to be coupled with a constitutional amendment to mandate balanced budgets for all situations except war time. This would prevent the Republican attempts to enact tax cuts without defining where the commensurate spending cut would come from. We would have to demand that this action was taken legislatively (written into law) so that the next president would not simply reverse it.

DOE directly funds K-12 schools, so completely eliminating it would be excessively harsh for rural areas that have lower property taxes to fund their schools. When the DOE budget is cut in half, though, it forces them to prioritize projects and get rid of waste in their system.
Shutting down the IRS is also not useful, because even cutting the federal budget in half would still require spending $3 trillion and where will that money come from if people stop paying taxes?

But "reining in spending in Washington" is a political ad by Republican candidates on the local news every evening. They talk and talk and talk and then they do nothing. In fact, worse than nothing because they end up spending more money than Democrats. Your proposal seems interesting, but unless and until voters of the Republican stop voting for candidates who don't do what they say they want to do then it won't happen.
Hold them accountable. You watch Cavuto. Has he ever complained about Trump's insanely extravagant spending of US tax dollars? He accelerated budget increases and didn't even give a reason for it. We voted him into office and he had both houses of Congress. Why did he suddenly start reversing a positive trend in deficit reduction that had been happening for 6+ years? Has he ever been asked that question?

As to why Fair Tax is never pushed, I think the lobbyists who would be affected are just too many. Just the lobbyists for CPAs and accountants are huge enough. A lot of people who would be out of work.
