drug dogs, more police units, cameras, enforcement, is much much more expensive.

The only one with a good ROI for taxpayers is IRS agents. So of course the fiscally responsible party is against it
Siccing the troops on drug users and low level dealers is a lot more acceptable to right wingers than trying to collect from rich tax cheats.

Consider the Milwaukee bucks. They had a stadium but the owner wanted a new shiny one. The taxpayer cost was $250 million to build a new one a few hundred feet away from the other stadium that was working perfectly fine. There's no possible economic voodoo math showing that new stadium would add that kind of return in tax revenue . It's not possible unless you add the element of extortion.

he didn't need it, he wanted it. Tax revenue poured in. And that's just one example out of hundreds. One billionaire bilks/steals/blackmails state taxpayers out of $250 million and we're upset about drug addicts being given free narcan?

I'm not in general favor of govts giving away free stuff. But in fixing the problem let's get the biggest leeches first. The bucks owner is worse for Wisconsin taxpayers that 10,000 drug addicts.

Tax money is blown in many different ways, I am against all people getting taxpayer money the do not deserve it.

I think you err when you suggest it is republicans that do this.
