Prostitution should take place in brothels. To maximise the safety of the workers and cancel out street pimps; minimising the criminal element.
There should be health and safety in the workplace as is. I mean, it’s not like health and safety has a no-brothel clause.
Etc.
See it as a layer of protection. Benefits which will help sex workers. Is it perfect? Probably not. But it’s way better than nothing at all.

Ideally I think it should be legalized everywhere, tough nut to crack regarding tax paying though.
Human trafficking is also a major problem with brothels.
