Yes. Funding to barely cover 60% of the problem guarantees a certain level of dysfunction amongst those who are not able to pull themzelves up by their bootstraps. Its a great way to keep a lot of good people down and allows a whole bunch of hypocrites to blame the victim in perpetuity.

Ukraine is good current model to see how this works.

You've changed the subtext to suit yourself. I made no comment about black people contributing to America's greatness, my comment suggested that black people in percentage terms were not enabled to receive the same level of benefit that non black people received in American society.

So, black communities get funding to cover about 60% of their problems ... I see. What are these problems, and what are the ones not covered?

There's a lot of statistics out there to show that a black person will find it harder to find real estate to rent, to find a job given similar qualifications. A white person with a minor criminal record can still land a job before a black person with no criminal record.

Yes and that has to do with their reputation as a people, which precedes them. This reputation is what they have built up for themselves, nobody helped them and nobody caused it. So nobody to blame but themselves. There are many blacks who will try not to live among their own race... and for good reason. Are blacks racist for wanting to keep away from blacks?

This is not in America only. This is worldwide.

Reputations are not imposed at all. They are earned, and it is the sum of peoples experiences. I have no clue who is Jim Crow by the way, neither do I care. If a reputation is artificially imposed, and it is false then over time the truth emerges and that reputation fails. Who is the victim and can you explain what you mean? As for bringing in Trump into every discussion. .. that is a red flag, and indicate you grasping at straws here.
