Now for some facts. US aid, and aid in general, to some of these countries is mostly wasted and stolen by corrupt politicians. Lets take the case of Uganda:
Total worldwide aid to Uganda exceeds $21,000,000,000 US
US aid to Uganda is around $400,000,000 US.
This is on an annual basis.
The purpose of this aid is mostly for education and medical assistance. Yet after decades of given money, and assistance they continue to be underdeveloped. The Uganda birthrate is almost 5 live births per woman, and population growth remains unchecked. These people reproduce profusely, resulting in high rates of unemployment, more poverty and disease. They will not change.
As for Ebola, their culture encourages these diseases to thrive. They eat rubbish food, their food preperation techniques are backward, they are not clean and sanitary when handling the dead and other diseased animals. They have been taught how to fix these problems but yet they persist in their old ways. Some of these primitive tribes resist education and training.
Trump is absolutely correct. US aid needs to be stopped, except in certain circumstances and revaluated. Institutions like Transparency International needs to play a more authoritative role in putting an end to corruption in African countries.

But you not concerned with the people dying by the thousands every day from starvation.
