They are supposed to be trained professionals and 99% of them have show that they are. Why should (if they are guilty) a few bad eggs be allowed to tarnish the reputation of all the other soliders who did not kill civilians. Do you want to help fuel the the terrorist propaganda about American troops actions in Iqaq and Afghanistan? These are peace keeping troops trained to deal with civilians. If the report is to be believed they knew they were in the wrong so they put a gun in has hand after they shot him.
You can just shoot civilians for no valid reason.
