On the contrary: I have seen it many times in the economy: Someone is announcing cutting staff. The ones who leave are the good ones, they can get something else.
Some comanpies have adopted the some % least performers to leave. They can't are for a time attractive to oevrperformers, but at some pont people feel that the performance measurement is skewed. As soon as that happens the good people will rather work somewhere else, instead of being branded as "underperformer".

I looked at the several treatments of it. If a questionable issue requires that many articles, and that many paragraphs in one article, then there is a lot to be questioned. Why so much explanation? Not one of them says , with authority, that we did not send condoms to Gaza.
