Under the Republican plan, the health account money can only be spent on health insurance or health care, so it just makes the consumer a middleman with an inadequate budget.
It does not make the citizen a middleman, for god sakes. He will shop around for the best policy that suits him. Your problem? You have lived with govt making such decisions for you, and scared to let a citizen be his own middleman.

Trump redirects The Money to your son, expecting his 2nd child, doing a bit of budgeting, and gets to shed himself of nanny government and go up the street to pick the best ins deal of his choice. The agencies on that street see him coming and scramble to outbid each other for his business.

If those Americans used that money for what it (ostensibly) for, the insurance companies get it ANYway. And without any discounts we get from volume, like some employers can get by semi-sponsoring their employees' health insurance programs.
This is anything BUT a good deal for the consumer.
