Border crossings can reach 10,000 in a day. The bill would enable homeland security to more stringently restrict migrant access if the *attempts* at illegally crossing reach 5,000 in one day. The bill also makes it more difficult for migrants to apply for asylum.
Republicans don't want this bill signed because it would give less ammo to use against Biden in an election year. You can't claim Biden is doing "nothing" when a bill passes significantly reducing crossings.
