Lol Wagner isn’t a magical unicorn it’s a very disorganised mercenary group who are in it for the money. They do not fight as a big lump there will be lots of opportunities to slip from one line to the other in an urban setting like Bakmut, it could be as simple as crossing the street especially if the Ukrainians are expecting you with open arms.

Unless Russia wins, any Wagner mercenary's life is over. Surrendering does them no good - kill or be killed is the only option they have left.
The surrender hotline is meant for the Wager group's criminal soldiers. Those criminal soldiers are on the front lines trying to earn their freedom, but they are at the most risk of dying. They know it.
What better way to fool criminals into thinking Russians surrendering is more common than it is? Lie about it.
The ordinary Russian soldier, on the other hand, who was drafted on a lie and now realises it, or who was press-ganged into serving, he can expect mercy. That's whom the surrender hotline is aimed at: the relatively innocent Russian who no longer wants this war-for-Putin's-sake.
