Do you mean individuals and organisations of which their connection to terrorism can't be proven?
Or do you mean countries, like the US, who have overtly and covertly supported and still support terrorism is a multitude of countries?

This is the fundamental problem with the UN that I have stated over and over and over again on these forums. It is an unelected body without a ratified Constitution that spells out what powers the member nations have delegated to it.
Occasionally, the result is sheer nonsense.
