Unsecured Voting Locations

I do not understand why votes are allowed outside of voting locations. There are rules about what can or cannot be within a distance from voting sites.

How can such rules be enforced outside of voting areas?

But it increases the number of ballots, therefore increases the number of people voting!

Is that automatically true? Could it not simply allow for fraudulent stuffing of the ballot box? The people who are voting, how do we know they are not doing so under duress and being watched? Part of the voting process is that once you get your ballot nobody is allowed to see how you voted.

There are no safeguards to ensure the validity of the vote when votes are not cast in a secured area.
