3. Foreign policy of the USA, and probably all countries, is also created by other countries as we react to world events. The MAD policy of the Cold War was created in reaction to Russia's nuclear buildup. Our foreign policy is also predetermined in some cases because of our need to honor existing treaties with other countries.
