Ya know, it used to be that people who believed in UFO's were thought of as silly romanticists.
But after the Pentagon came out with multiple videos like "Go Fast" that demonstrated that UFO's do in fact exist,

Since the 1st balloon was shot down, the US has re-adjusted radar and what-not to pick up this sort of thing. And since they’ve spotted three more.
The Chinese not only say it’s not them, but they’ve seen “US spy balloons” over their airspace too, recently.
So… what if nobody’s lying?
Obviously it’s not aliens. You don’t sail from Saturn to Earth in a bloody balloon.
But… what if it’s a third country sending balloons up… to get China and the US to fight each other?
What if it’s a multi-national… weapons seller… a SPECTRE like organisation… with a mastermind with a masterplan… and obviously a cat… all evil people stroke cats as they monologue about their evil deeds. I’ve seen Austin Powers, I know these things!

I think it was some school level entrepreneur like assignment from anywhere and they are laughing and scared about what they caused.

The US shot down on Sunday another UFO which was first detected above military sites in Montana in the fourth military operation of its kind this month.
President Joe Biden ordered it to be downed near Lake Huron, close to the Canadian border. The object could have interfered with commercial air traffic as it was traveling at 20,000ft (6,100m), a Pentagon statement said.

Technically, I guess nobody can rule out ETs, but I think that is very unlikely.
World powers are probably testing EMFP vehicles. That would explain why one of the pilots didn't notice any visible propulsion in one of them.

Thers has been only one balloon, the first of the 4 objects. the next three have not been identified.
One of the airborne objects was described as being a metal cylinder.
