@divegeester saidIm not sure it is as simple as the op suggests. Maybe someone actually in one of these states can help. However, I think people need to be registered to vote, which involves some proof of nationality, citizenship, address, etc. Then when election time arrives a voting ballot paper is sent out. This is presented in order to vote. Maybe some states require photo ID along with the ballot paper, and some just accept the ballot paper with no ID. Someone will need to have 2 ballot papers to vote twice.

Voting is a right, not a privilege. So is unreasonable search. In the US you can't take away someone's rights NOT to be searched (e.g. show me your papers) or their right to vote without probable cause. Could be different in Europe - probably is.
When a guy shows up to vote and gives his name and address and that corresponds to a name and address on the voting rolls, there is no probable cause that he is not who he just said he is. But his 'application' to vote (not the vote itself) is recorded in a database, so they know - then or later - if someone with that name and address ever tried to vote twice.
So the answer is: the Bill of Rights guarantees that you can exercise your right to vote, once, without hindrance whatsoever.
It's similar to driving a car or carrying a gun or walking around while black. Nobody can just 'demand' that you drop everything to produce ID to prove that you can peacefully go on doing what you are doing (e.g. SHOW US YOUR PAPERS, JA?) We ain't that Nazi. Yet. There has to be probable cause.

If gummint wants to require voter ID to exercise our INALIENABLE rights (see what I did there? Americans have 'inalienable rights.' Europeans may not), then gummint has to make such ID available to every citizen, free of charge. And with a process so simple that no one's rights are denied.
You won't find the GOP stumping for that one - but that would be closer to fair.

Was there anything in the decision preventing the requirement of a US passport. Birth certificates have no photo (obviously) and so a passport is the only common way to prove citizenship, with a photo, if you were born here.
