We can n talk about terroists but

The simple fact is that the hierarchical premiers of both the terroists and the nation states that are attacked are both guilty of unrightous morals and unfortunatly, innocent civilians suffer.

As a civilian all you can do is address where your nation state is going wrong, work from within to (and I chance sounding like a loved up hippy here) make the world a better place.
