what is needed is a military presence, in combination with humanitarian work. BUT, military presence only as a way of securing the areas in which the aid organisations work. only by actually improving living conditions for the average afghani can the taleban be beaten. people who have comfortable lives don't follow extremists.

Afghanistan cannot be ruled by a central government which needs foreign troops to survive.
In fact, there's significant doubt that Afghanistan can be ruled by a central government at all.
