World leaders don't micromanage things, they find competent people and delegate. This is why we have a state department, a justice department, and other government agencies.
What your silly rag conveniently leaves out is what else Biden said: “My approach is about new ideas, new policies that are directed at the current moment. And also, to be very honest with you, my focus is very much in what we need to do over the next ten, twenty years to catch up to the twenty first century,”
President Biden is a leader who knows how to get things done - that's why we have a successful infrastructure bill that puts millions of Americans to work rebuilding our outdated bridges, and roads. This is why we have a cleaner environment; this is why illegal border crossings have fallen every year Biden has been in office (despite republican lies to the contrary)
