My answer to your question, yes, it is possible to be an alien in the USA if you are living here but not naturalized....would you not belong to a foreign country? You would have migrated to the USA, as a citizen of Chad or wherever. You would be an alien in the USA, as a citizen of Chad,... a Chadian. ( I looked that up!)

PS......they stopped being Migrants when they wandered, as aliens, into the southern part of Texas. What you are saying, if taken to its logical conclusion, is that they (not being US citizens) should be called migrants for, what the next 10 or 20 years? jesus.
