That report was based on the assumption Crowdstrike told the FBI the truth when they said there was evidence Russia hacked the DNC. Crowdstrike in fact lied to the FBI and later changed their testimony to "no evidence of exfiltration".

Their traditional voter base is shrinking, as a proportion of the total electorate, has been for some decades now and the gap is widening year by year. They can't win elections playing by the rules, so they have to change the rules, resorting to gerrymandering and 'fixing' election laws to make it harder for those outside their traditional base to vote. They were doing that before Trump came along, but it accelerated under Trump. Trump made it more blatant, that's all. 2020 was merely a dry run. Having seized voting machines and broken into them, we must assume that Trump's people have de-compiled the software and know how to make voting machines 'tip' votes for 2024.
