What really puts african americans at a disadvantage is who they know.
I worked for the state for many years and it was bad there, mostly because there is no bottom line your department
has to be observant of. That means, YES, they can hire their friend in high school, while turning away a more qualified person.

In sports, they call it the "old boy network", and it amounts to the same thing.
