Of course, the US hasn't formally declared war on a country since Pearl Harbor in 1942. Isn't that great? 83 years of peace!
Vietnam was an undeclared war, but Congress kept on funding it. The 'invasion' on America's southern border is also an undeclared war, and Trump45 had to do an end-run around Congress to get any funding for it, so, in practise, a president has some leeway to act unilaterally.

If Trump bombs Iran, it'll be his own legacy he destroys, but I suppose all Bibi has to do is whisper sweet nothings in his ear, and he'll do it.
