On the contrary, Article II, Section 2 of the U.S. Constitution gives the president "Power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment." A reprieve reduces the severity of a punishment without removing the guilt of the person reprieved. A pardon removes both punishment and guilt.

Ford pardoned Nixon, Carter pardoned some who had evaded service in the Vietnam War, George Bush Senior pardoned Reagan admin officials for Iran-Contra, including Caspar Weinberger, and Clinton infamously pardoned Marc Rich.

Yes thank you for the civics lesson we all know about the power of the president to pardon people but the boy was claiming that every president goes on a pardon spree at the end of their last term and lets scads of people free which is nonsense.

Edit: Though it is true that Clinton pardoned 140 people on his last day in office.

I remember Clinton getting criticized for it, didn't know it was that large a number. Wonder if he made any money off it?

2. It's quite clear from your first two posts that you in fact did not "know about the power of the president to pardon people" and, indeed you did need the civics lesson from Spleepyguy.

Actually I remember something about that. The whole thing was investigated because Marc Rich subsequently funneled a bunch of donations to Clinton's presidential library. I once heard Bill O'reilly say (not on the air but at some live event he appeared at long ago) that the reason the whole thing got dropped was because the Bush Admin struck a deal to get No Child Left Behind through. This was all early 2001 I think, before 911 when Bush was focused on domestic stuff. I remember thinking at the time how weird it was for Ted Kennedy and Bush to be shaking hands over that bill, so Orielly's comment always kinda made sense to me.
