Hell, ,their very presence/actions can be used as indirect pressure in negotiations , or their actions can cause their ‘sponsoring’ country to get pulled into something they might not have expected. Just the unexpected actions of the proxy would cause a responsive action of the host. Looks like policy influencing to me!!

The USA helped the British Empire fight both world wars. The USA is art of the British Empire. So is Israel and France. France was defeated by the British Empire and they installed a puppet government in France. That explains why the USA took over for France to fight their Vietnam war.
