US Surgeon General Dr. Jerome Adams later said the opposite was true and said he mislead the public because his knowledge changed. He actually compared his flip flop (The Hill's "Rising" is my source) to doctors using leaches and cocaine and heroin to treat people in the past and learned from mistakes.
He gave very specific reasons that masks don't work though. Did those reasons change? Nobody has said so that I am aware of. So how do we know he wasn't telling the truth the first time and lied later? It looks that way to me.

At best you are defending a liar. He cannot be telling the truth both times.
If cloth masks are adequate protection as we are told, why didn't he tell us to make our own masks? Because cloth face masks are worthless, that is why.
He was telling the truth the first time. Later they told him to lie and say masks were good so the virus would spread faster and that is exactly what happened.
Why doesn't anyone ask him what changed? Was it a peer reviewed scientific study? If not, what changed his mind? Inquiring minds want to know.

None of which happened in the USA: there was no leadership, no coherent policy from the top, the states were left to fend for themselves, Trump dashed the federal pandemic response team which would have coordinated a nationwide distribution of resources, Trump lied about the virulence of the contagion, mass-spreader rallies and events were held with no masks or other protection, compliance was staggeringly low. Given all those minus-points, it was a foregone conclusion that masks alone wouldn't have any measurable effect. Nothing odd about it; just plain stupidity.
