If you want a logical rule, the 11000 referred to is actually a single target, it isn't 11000 of anything. So as a singular noun it should be "seems" to follow.

Thank you. In Swedish you always use the same form of the verb for singular and plural.


All languages need a tidy up in some form or another. Things like the German das/der/die, French la/le, English singular/plural and possessive/elision. We need a collective world language conference on grammar and spelling reform, don't we?
