My guess was The Thief of Bagdad. It was based on many Arabian tales and... well, like I told phil, it's mostly a shot in the dark... but that may have some connection with Arcadia. The only movie I can think of that had anything directly to do with Arcadia was this movie The Arcadians from the 20s, and it sucked, I fell asleep during it. I took the honor of looking through the filmographies of some the actresses in that movie, but only small supporting actresses from it had any roles in anything that came out in 1940... that and I just figured I was trying too hard on a puzzle that was probably much simpler.
Don't forget that 1940 was Walt Disney's best year, with Fantasia and Pinnochio... maybe one of those could be it also.

I think the hint is actually about something that does'nt appear in the film:
The novel's original ending was far too controversial to be even considered for a film in 1940. It involved Rose of Sharon Joad giving birth to a stillborn baby and then offering her milk-filled breasts to a starving man, dying in a railroad car.

Over the weekend we will get him to check the information supplied, on the basis that if its stumped a myriad of highly intelligent chess buffs with the ability to unravel all sorts of knotty problems, then maybe the original clue was flawed.

Ok guys seems some of the information was flawed.... not a lot but...
Instead of being a film specifically to 1940 it seems it was a film made in the 1940's ie a time period of 9 years 1940 - 1949.
Just to give you a flavour of some of the other clues here are some samples
