I am sure the US is similar to to here for emergency calls.

In that case why didn't she phone her local police station, 911/999 are numbers reserved for emergencies only.

If my 12 old kid was kicking holes in the door I am sorry but that's not an emergency in my book. At worst phone your local station! Or can't you do that in the US?

i personally think there should be a new number installed for idiots rather than wasting the police'e time..

something like.. 122333444455555666666777777788888888999999999. by the time they key the last digit in, the problem would either be solved or the person calling would have forgotten what the fuss whats about...

As wucky said... how do you know she failed? I know kids who were raised just fine, but turn out very bad. I don't blame your parents just because you are jumping to conclusions....

It may or may not be her fault. But if she has such a lack of control over them she feels the need to call the police, she should hand the kids over to social services.
