Who is in charge of setting the timers on Traffic lights?

I was stuck 20 cars down in a queue waiting ...the lights change and let 4 cars through.I witnessed 4 changes...(4*5=20 !! (phew )).

Way too long a wait.

i think you should blame the people in front of you first. Most car drivers wait at least a second before driving AFTER the car in front of them has moved. That's silly and a waist of the time the traffic light allows all of you to pass it. They all should start driving as soon as the light goes green. It is very simple without a risk of hitting eachother, getting a distant among eachother can be made while driving.

Traffic Engineers. They are the same people who decide where and when to install roadworks and contra-flows. In my experience really good people to have at dinner parties.

Is it not determined automatically by pads and such?

Used to be ... ahh sets me back it does .... walking home from school and jumping on the pads a couple of times so the lights went crazy.

They couldn't have that system anymore.

you think traffic lights are bad, try getting flashed by the 30mph slow down sign even if your going 5 mph every single time

That only works until somebody hits the elderly driver in front who hasn't seen the lights change yet.
