We have a rather ancient PC at home running under W98 aka steam driven.
AVG ant-virus free version was downloaded but when sinstalled and after a restart, the machine refuses to load windoze, and asks if you want to start in Safe Mode. Deleting AVG results in the machine booting up fully. We Have Nortin ant-virus on the machine, could this causing a conflict ?

Either get rid of Norton or at least turn it off - it's a well known fact that you should only have one AV program running on a computer.
As mentioned, you may have difficulties removing Norton [if that's what you decide]
