I'm in Virginia.
Considering moving to California or Texas?
Look, the best way to learn a language is with the natives.
A lot of people will recommend software and books,
but although you may dominate the grammar and the rules, you
will never let the tongue flow until you have native speakers
around.
Search for a Latin American or Hispanic association near you, and
join their events, celebrations, or activities. It doesn't matter what
kind of group it is, you're not there for anything but the interaction.
Particularly, Spanish is very peculiar according to the part of Latin
America or Spain where you are, so go for a mixed group: Mexicans,
Puerto Ricans, Venezuelans, etc. That way you ensure that they
speak a kind of neutral Spanish.
In the meanwhile, get this one...

... but don't rely on it 100%. Side up with locals.
Edit. And remember, learning in a class together with other
non native speakers does not help. You'll all end up speaking
with a terrible accent. No matter the teacher is native.
