This only works if accompanied by a massive injection of peniscillin.

Wrong. trawets is nearly right. When you're chilled your blood vessels constrict and slow antibodies travelling through the body, and so your immune system suffers.

Google may help as usual?

The increase in body temperature [due to fever] inhibits the growth of a number of pathogens and appears to enhance the immune response to the pathogen.
I am having trouble finding anything about lowering body temperature though.
EDIT - the book does describe how the capillaries dilate when inflammation occurs, which helps bodily defense get out of the blood system because spaces between cells become larger(phagocytes, etc). I guess the idea is that the bloodstream is a highway for bodily defenses, which are analagous to fire fighters and police. If the firemen and cops can't get off the freeway, they can't deal with emergencies. Contrast this with what trawets said about viruses getting into the bloodstream easier when the body is cold. Not all viruses need to get into the bloodstream; many infect other cells that are not in the blood.
