They're first album is pretty good, 'Hot Fuss'. Everything after isn't that great.
They're not exactly techno. They just enjoy using a synthesizer (I think that's what it's called).

I think if they put more thought into the 2nd album, then it would actually work to their 1st album. Bands who think too much tend to ruin themselves.
I have a limited edition of Hot Fuss, so it comes with some extra songs that really boost the album.
