Lotsa text, but there was also lots of basic graphics. Great game!

which computer did it run on? there was a great game for the ZX spectrum called dictator where you were the dictator of a banana republic and had to please different factions, secret police, army, peasants etc in order to survive. The goal was to siphon off as much cash as you could and survive.
