Philidelphia is also likely to have a lot of ISPs which serve a lot of people who aren't necessarily in the Philidelphia area. For example, if you try and trace my PC, my account would be traced back to Sheffield where my ISP is based (I live in South London, over 200 miles away). Although IP addresses are assigned to individual PCs, the physical location of the ISP is what would be traced because they are the ones that is doing the assigning.
IP addresses are assigned dynamically with a lot of customers from ISPs these days. Therefore, the chances of IP 68.234.212.134 still belonging to a particular user (or even soon after you did the trace) is also very small. So even if it was sasquatch, it probably isn't now.
Considering these dynamic IP addresses. The chances of sasquatch knowing your IP address at any one time is also very small (even for a super hacker).
As I said, not trying to defend him, just pointing out incase you are disappointed that the admins do not confirm your suspicions.
