Can Ireland claim a quarter of the USA tally, since that's the proportion that claim descent from here?

Yes but if I was Nationalist and believed that there should be a United Ireland then I would adopt the Tricolour as my flag, claim Irish residence, and have an Irish passport.

Holding dual citizenship is permitted for N. Irish citizens.
