Why is it necessary to claim a victory when your opponent fails to
move in the agreed time frame? It seems that claiming a victory
makes you the bad guy. Why not just make it automatic?

If you time out, you lose. End of story.

In theory, I agree. However, sometimes it may be necessary for a
player to be out of action for a while due to any number of unforeseen
cirumstances. We have all won or lost games through time outs, but I
suggest that the option is a good one. If a player informs me that
they will be away, I have never claimed a win, it's no fun winning that
way. Also, there is of course the option to only play games with 21 day
plus T/Os, that way a claim by you or against you is most unlikely.

Having to claim a victory is not an usual requirement at all!

Just look at some of our chess rules: the 50 move (with no captures)
draw rule or the 3-position repetition draw rule both require the player
to claim the draw in order to receive it.

Also, a player must inform his opponent when his flag has fallen in
order to claim a win. You can have a tournament official sitting right
with you, and he will say nothing until you make the claim. The
official may make no remarks since that would be interference. If you
fail to note the fallen flag and you opponent announces that your flag
has fallen before you do, he wins!

So, just make the claim.

FYI To give you a bit of "chess education" Mustangace, you are wrong
about your understanding of the rules.
The internationally adhered to FIDE rules of tournament chess are as
follows: Either player OR tournament director may declare a game
drawn when 50 moves have elapsed without a capture OR a pawn
move (this might seem like nit-picking to some, but to those who
know anything at all about higher-chess, it is precisely these kinds of
distinctions that mean the difference between winning and losing
games). The same goes for the 3-position repetition as well. Your
also wrong about the opponent calling the flag of the other player
when his flag is already down, that game would be declared drawn.
You can look this stuff up for yourself on the net if you don't believe
me.

xenophoble: I stand by my post. I have experienced and witnessed
my claims in tournament chess. Perhaps FIDE rules differ from US
Chess rules. Remember, not all rules are the same.

There are indeed still some sensible minds in the universe!
Unfortunately gramps, on this site we may be in the minority. There
are many would would not only like extra time to move when it suits
them but perhaps the options of taking back moves during a game as
well (I believe they allow that on the WCN). We could also hire the
services of say; Anthony Robbins, who could visit members on request
to give them motivation and confidence while they are considering
their moves.

I notice there is an option to play unrated games. Maybe that is the
place for people who can't deal with time controls, or who want to be
allowed to take back moves.

I Agree, everyone has to be careful about their games.

I have been a little busy these days I thoght all my games were
seven days time out, but there was one three days, in that game I
had decisive advantage and was not a very good player, I lost
because I didnt take care about that, It was my fault not my oponent.

So noone should feel bad if lose by time out, because is his or her
fault...

so its happened to you too. i think it has happened to most. accepting
a 3 day game when normally playing 7 days. thinking on the fourth
day.ah must make my moves. only to find that " YOU LOST" ! i bet
you had quite a start! i know i did. but thats some of the thrills and
spills here! great fun on top of a great game of chess! its part of the
give & take.SO YOUVE BEEN BUSY! have you been keeping up with the
latest. IRC. IS COMING! to rhp. i remember when you first posted it

Well put, and I see that you were easily winning your time-out game
as well. I was winning the game that I lost via time-out also.
