Some links (for example, offers of free porn) automatically begin downloading stuff to the hard drive when clicked on, often infecting the box with malware. Is there a way to make sure that nothing can ever be downloaded without having a "do you want to download" window pop up to give me some warning?

Get spywareblaster, it should just block them altogether - spywareguard is it's sister program that also works good. They are both free and highly recommended.

Or get Spybot S&D and turn on the teatimer feature.

Porn sites are especially bad at buggering (no pun intended) up your PC. Best to avoid them and buy a magazine or get a girlfriend (or boyfriend, depending on your preference).
