An admin closes it
Normal threads that become closed
When an admin chooses to close it
Because an admin wishes no further discussion.

It's really not hard to do if you have any idea whats going on in the address bar during a "normal" post.
Also its not very hard to stop either, so all you guys are doing is highlighting an issue in Russ' code which he will most likely "fix" shortly.
Lets just hope he doesn't feel that some more "appropriate" action is required lol.
