What shortcut do you want to activate on your desktop? Give me the file name and extension.
This can be put in a batch file, which is a file executable by windows.
Now, this vz program, can you set any program to run from inside it?

I am not sure I am following this properly, but, if you are looking for the program VPNClient.exe to open automatically you could drop it into the startup folder and it will run when windows fires up.

You are on broadband, how do you connect, via usb modem or router?
You then connect to a VPN?
You then want to open your VZ?
