I'm playing two games against someone called R Kelly, and in both of them he keeps offering a
draw. I think I can win at least one of these, so I refuse, but then he just offers a draw again
without making a move! How come he is allowed to offer a draw twice in a row without either of us
making a move, and what can I do to force him to either play the game or resign? Anyone who can
help, please respond.

To the best of my knowledge it's ONLY the player whose move it is
who is allowed to offer a draw. Repeating & repeating to offer a draw
all the time after being it refused, is proof of not so much sports(wo)
manship.

RHP has a "Feedback" link at the top (right) of its web page. Click on
it and state your case so that a fix can be made, if required.

That player is doing the same thing to me. I have posted the problem
to Chrismo & Russ via the Feedback link. Maybe it would help if you
posted the problem as well, in order to draw it to their attention. The
system should be modified to only allow one draw offer per turn.

The problem would be solved if rhp conformed to FIDE rule: draw may
only be offered after you have made your move. Your opponent can
then decline the offer simply by making his move.
