The question is, did he? Or did he do it after working hours? We all do it, those who deny it probably more than those who admit to it. Unless you can prove that it interfered with either his work or the equipment, better not throw stones.

The problem is the lack of consistency regarding how employees are dealt with if they fail to comply with their employment policies. Had the story been made public at the time, as it did with the MPs expenses scandal, it could have caused less damage.
