I've got hair growing in some window boxes and funny you should mention it it does grow more luxuriously in winter.

What you need for your hair to grow well is a substrate. Ideally, you should plant a skull in a large pot (as in Keats' "Isabella" ) just below the surface of the soil. Compost well.
