Years ago,[and not all that many] they had a law in England where the judge could inflict 'preventive detention' on a person convicted of a crime if they had a previous record. It's been done away with as barbaric - I read of a teenager being sent to prison for 10 years for shoplifting a bottle of lemonade [which he denied anyway] There were lots of similar cases.
